The scimitar is bought at ape atoll scimitar shop for 108k from what I hear. You must have done monkey madness quest to weild it.

BAD NEWS FOR THOSE AFRAID OF WILDERNESS!! Guess what its special does. It is supposed to keep you from running for about 10-15 seconds.
